History Of Islamic Religious Council and Malay Custom
Perak is one of the Federated Malay States ( "Federated Malay States") established under the Allied Treaty ( "Treaty of Federation") on July 1, 1896. At that time, the Council of Malay Rulers for the Federated Malay States ( Perak, Pahang, Selangor and Negeri Sembilan) was established to discuss the affairs and mutual benefit between the rulers and the British Government. Perak hosted the first meeting of the Council of Rulers of the Federated Malay States, better known as Durbar Meeting, which was held from 13 to 17 July 1897 at the Istana Bukit Chandan, Kuala Kangsar, Perak.
As agreed with the British, starting from the Pangkor Treaty on January 20, 1874, to the establishment of the Federated Malay States, a resolution has been agreed together, that, all matters relating to the affairs of the Religion of Islam ( "Islamic Affair") and Indigenous Melayu ( "Malay Custom") shall be under the jurisdiction of the Malay Rulers. Thus, the Chairman of the Islamic Religious and Malay Customs plenipotentiary in the State at that time, is Duli Yang Maha Sultan. This practice is maintained to this day.
Historically, the oldest law on Islamic religious affairs that has been enforced in the State of Perak is the Ninety Nine Laws of Perak ("Ninety nine Laws of Perak") which was practiced until 1900. However, it can not be ascertained accurately. the effective date of the law. It is believed that the law has been implemented since the reign of the late Sultan Idris Murshidul A'azam Shah ibni Al-Marhum Raja Bendahara Alang Iskandar (1887 to 1916).
Later, in 1900, a law called the Administrative Law Marriage People Islam Chapter 197 Federated Malay States were introduced and enforced. Following that, a building was erected in the area of the Kuala Kangsar Regional Kadi Office to be used as an Islamic administrative headquarters named as Balai Syara '. The first Kadi Besar to be appointed was Tuan Habib Abdullah.
In 1917, the Perak Quran Committee was established to control and monitor the conduct of Islamic teaching in the State of Perak. The first chairman appointed was Sultan Iskandar Shah Ibni Al-Marhum Sultan Idris Ramatullah Shah (1918-1938), who was the Raja Bendahara Perak at that time. The Perak Quran Committee also, also acts as the Perak State Shariah Committee, which is responsible for all matters related to the administration of Islam in general at that time, including issuing permission for the publication of religious books, teaching commissioning and so on.
By mid-1947, when the country was in turmoil with the struggle against the Malayan Union (established April 1, 1946), several movements, organizations and associations had emerged fighting for the spirit of national nationalism against British colonialism. The association is so outspoken in Perak at that point is Perak Malay Association. On the initiative of this association, a meeting of religious scholars was held on 10 August 1947 at Madrasah Iskandariah Kuala Kangsar. At the meeting, Dato Seri Ali Zaini bin Haji Muhamad Zain, former Speaker of the Perak State Assembly, had come up with a brilliant idea to set up an official religious center to administer Islamic religious affairs in Perak.
January 21, 1948, was a very significant historical moment for the State of Perak when His Majesty Sultan Abdul Aziz Al-Mu'tasim Billah Shah Ibni Al-Marhum Raja Muda Musa (1938-1948) signed an agreement with Sir Gerard Edward James Gent (British High Commissioner / Governor-General of the Malayan Union) representing the British Government. The agreement, called the Perak State Agreement 1948, has led to the formation of the Perak State Government Constitution. The First Part of the Constitution of the Perak State Government was enacted on 1 February 1948 under the rule of the sultan.
With the enactment of the State Government Constitution, the desire to establish an Islamic religious administration center in Perak was finally realized. After the death of Sultan Abdul Aziz Al-Mu'tasim Billah Shah on March 29, 1948, the throne of the Perak State government was inherited by His Majesty Sultan Yussuf Izzudin Shah Ghafarullahulah Ibni Al-Marhum Sultan Abdul Jalil Nasiruddin Al-Mukhataram Karamatullah Shah (1948-1963 ). The State Government at that time was led by the Most Honorable Menteri Besar of Perak, Orang Kaya-Kaya Commander of Bukit Gantang Seri Amar Diraja, Dato 'Abdul Wahab bin Toh Muda Abdul Aziz (1948-1957).
During the reign of Shah Sultan Yussuf Izz is, then, the state government formally established the Islamic Religious Council and the Sultan of Perak on 1 Muharram 1369 AH October 23, 1949. The law specifically relating to the administration of the Islamic religion and Malay customs in the country has officially approved on 1 May 1952.

Then, on 13 January 1993, the Islamic Religious Administration Law 1965 it has been replaced by the Administration of the Religion of Islam Enactment 1992 (Enactment No. 2 of 1992). Under Enactment No. 2 In 1992, the Islamic Religious Council and Malay Customs was officially incorporated as a statutory body of the government.
